The Pennsylvania C-PACE program requires a property owner obtain a project survey from a qualified engineer for energy, indoor air quality, and resiliency projects. Survey requirements are available in the model Program Guidelines in Resources.
Qualifications:
The energy conservation measure (ECM) survey must be prepared and submitted by a qualified engineer who holds at least one of these certifications or licenses:
- Licensed Professional Engineer (PE)
- Certified Building Energy Assessment Professional (BEAP)
- Certified Energy Auditor (CEA)
- Certified Energy Manager (CEM)
- EMA’s Energy Management Professional (EMP)
- Certified High-Performance Building Design Professional (HBDP)
- Certified Measurement and Verification Professional (CMVP)
- Investor Confidence Project (ICP) Quality Assurance Assessor
- Investor Confidence Project (ICP) Project Developer
- Certified Passive House Consultant (CPHC)
Renewable energy projects must submit a renewable energy feasibility survey completed by an engineer with one of the following certifications:
- Licensed Professional Engineer (PE)
- Investor Confidence Project (ICP) Developer
- NABCEP certified PV design consultant
- UL certified PV Installer
- Professional who has demonstrated experience in developing solar pv projects will be considered by Program Administrator
Indoor Air Quality (IAQ) survey must be submitted by a professional with one of the following certifications:
- RESET AP
- WELL AP
- IAQ Certified Industrial Hygienist (CIH)
- Professional Engineer (PE)
- Certified Passive House Consultant (CPCH)
A project survey for a resiliency improvement must be prepared by a Professional Engineer (PE) or Architect licensed in the State of Pennsylvania. The Program Administrator will consider requests for exceptions.
Self-Certification:
The Pennsylvania C-PACE program requires a self-certification form from engineers and contractors participating in PA C-PACE. The form only needs to be filled out once with the Program Administrator.
